The governor is signing a bill that reinforces the fact that New Mexico is not a right-to-work state.
The bill does not allow local government from enacting right to work ordinance. Those ordinances prevent employees from being required to join a union or pay union fees.
Union leaders say this caused confusion and undermined the labor groups. The strikes hose ordinances down.
