The New Mexico Racing Commission will decide in December whether to grant a sixth state horse racing license.
The Santa Fe New Mexican reports the commission could pick a new applicant for a track and accompanying casino license, or it could select no one.
The commission has scheduled a possible vote on the decision on November 15.
It is awaiting completion of a feasibility study on a new track.
Three groups have filed competing applications to build a track and casino in the Clovis area.
There also are applications for tracks in Tucumcari and Lordsburg.
