SANTA FE, N.M. (KRQE) - Governor Bill Richardson has declined to pardon Old West outlaw Billy the Kid.
Richardson had been toying with the idea of granting the famed outlaw a posthumous pardon for a few weeks. He had to make a decision by Friday -- his last day in office.
Some people said New Mexico Territorial Governor Lew Wallace promised to grant "The Kid" a pardon. Others think he was a convicted killer and didn't deserve it.
