ALBUQUERQUE (AP) - Gov. Bill Richardson said he's opposed to the U.S. trade embargo against Cuba, and said what's needed now to build trust between the neighboring countries is improvement on humanitarian issues.

Richardson spoke Tuesday at the University of New Mexico about his trip to Cuba last month.

He called for small steps before tackling big issues like the 47-year-old trade embargo.

Richardson said visa restrictions and red tape should be lifted to allow more U.S. citizens to travel to Cuba for cultural exchanges.

The Democratic governor said he wants to see Cuban biotechnology and medical products licensed for sale in the United States and for American agricultural products to be sold in Cuba.

Richardson said he is asking Cuba to make changes in return — for example, allowing its citizens to travel more freely.
