Officials count special election ballots

ALBUQUERQUE (KRQE) - The ballots are being counted Monday for Albuquerque’s special municipal election.
The election is to decide if there should be a runoff election if no one gets 50 percent in the city's mayoral election.
Bailey said there are more than 55,000 ballots to go through.
"We actually have more voters now than we did in our regular 2011 election," Bailey said.
Bailey said previous elections show it is rare for a candidate to get 50 percent of the vote. It is even more rare for a Republican candidate in a city with a Democratic majority.
In 2009, Republican Mayor R.J. Berry won with 44 percent of the vote while his two opponents Martin Chavez and Richard Romero split the Democratic vote.
Last fall, a Democratic group circulated a petition to get a special election for this runoff question.
There were some problems in this election after voters didn't sign their mail-in ballots and City Clerk Amy Bailey caused an uproar because she wouldn't count them .
Bailey says here decision was based on a city ordinance that says the clerk cannot count unsigned ballots.
