Woman arrested in animal cruelty case

ARTESIA, N.M. (KRQE) - An Artesia woman has been arrested and charged with animal cruelty.
  
Artesia police say in October, police found two dogs outside a home without food and water and one of the dogs was tied up with a chain that was imbedded in its skin.
  
Officials say their owner, Samantha Delgado, was warned three times in two days to fix the conditions, but she refused.

When animal control seized the dogs and used bolt cutters to remove the chain, they say Delgado was on her porch laughing showing no concern for her pets.
  
She was taken into custody Tuesday.
