Settlement reached in refinery accident

ALBUQUERQUE (KRQE) - A settlement has been reached in the March 2010 accident at an Artesia refinery that killed two men and injured two others.

As part of the agreement with New Mexico OSHA, Navajo Refining of Artesia will pay a $400,000 fine.

The accident happened when employees of Northwest Insulation of Texas were welding a storage tank. A welder ignited vapors and the tank exploded.

OSHA said the refinery failed to inspect the work area.
