I need a divorce attorney but I don't have a lot of money. Is there an attorney who will do a good job representing me and give me a payment plan that I can afford?

Different attorneys handle their payment options differently. Our firm requires a retainer then the attorneys bill against that retainer at their hourly rate. If the retainer is depleted, then the client must either make a lump sum payment to their trust account or set up a payment plan. If the case settles before the retainer is used, then the balance of the retainer is refunded to the client.
If you cannot afford an attorney then you can always contact the State Bar and utilize their attorney referral program. They might be able to locate a low cost/no cost attorney for you.
